Uniform Youth Policy

MRSK Holding’s increased attention to pursuing the Uniform Youth Policy is due to the fact that its staff includes over 64,000 young employees aged 35 and under, which is 34% of the total number of employees. In 2012, personnel development in this area focused on recruiting and retaining young employees in the Company’s SDCs, supporting their professional advancement, and stimulating their professional and creative activities.

The MRSK Holding youth policy is aimed at involving young employees in the social activity of companies and realizing their scientific potential. To ensure the implementation of the youth policy and provide an instrument for cooperation between the young staff and management of the SDC, the Unified Council of Youth and Councils of Youth (Young Employees) of SDCs were formed.

The Council of Youth of the Company in the reporting period held 11 meetings to discuss young employees’ involvement in socially oriented, innovative, historical and cultural, recreational, and philanthropic events.

The Unified Council of Youth of the electricity distribution grid sector continued to follow the course defined in 2011:

  • support for science
  • support for veterans and strengthening of ties among generations
  • formation of the personnel reserve
  • environmental events
  • popularization of electric power engineering
  • organization of cultural and entertaining events
  • charitable activities.

SUPPORT FOR SCIENCE

On February 8, 2012, Science Day, the results of the 1st All-Russia Youth Contest of Science-Intensive Innovative Ideas and Projects were announced. The contest was organized in cooperation with the Coordinating Council for Youth Affairs in the Scientific and Educational Spheres of the Russian Presidential Council for Science, Technology and Education and under the auspices of the Energy of the Future (Society of Advocates for the Development of Fundamental and Sectoral Sciences in the Interests of the Energy Sector).The Unified Council of Youth directly participated in the contest at both the regional and federal levels.

The principal goals of the project were reached: involving young scientists and specialists in the innovative development of the Russian electric power industry and finding new technical, economic, and managerial solutions for streamlining the electricity distribution grid sector’s operation.

In the previous year, the Unified Council of Youth continued to create in the regions of SDCs’ operations youth innovation centers (YICs). At present, the Group has 17 YICs, which are active in finding solutions to innovation problems of IDGCs/DGCs.

In September 2012, the Council of Youth of the Company participated in the 3rd All-Russia Youth Forum YIC 2012, which took place in Nizhni Novgorod at the Alekseev Nizhni Novgorod State Technical University and the Nizhni Novgorod Fair. The goals of YIC 2012 include the following:

  • developing and using the creative potential of young people for the innovative development of the Russian Federation
  • searching for and supporting the ideas and projects of young people, in the sphere of high technology
  • creating an efficient personnel training system for the innovative economy of the country
  • setting up small innovative businesses

The Forum’s key objectives are as follows:

  • forming a long-term vision of technologies needed by the market on the basis of development strategies of the world’s leading companies and strategic enterprises
  • forming project teams from among the initiators of projects (business ideas) and investment managers
  • scientific-technical and investment examination of innovation projects for further investment in R&D and patenting\.

SUPPORT FOR VETERANS AND STRENGTHENING OF TIES AMONG GENERATIONS

As part of the commemoration of the 67th anniversary of the Victory in the Great Patriotic War, the Unified Council of Youth took part in organizing celebrations for MRSK Holding employees who participated in the Great Patriotic War. The Unified Council of Youth also took part in the annual Victory Banner Ceremony historical campaign (Pskov Region, 2012).

The annual Victory Banner Ceremony historical campaign started in the Pskov Region May 3–4. The campaign participants decided on twinning arrangements for Saint Petersburg, Moscow, Ostrov, and Idritsa in honor of Heroes of the Soviet Union, fighter pilots Leonid and Yevgeny Mikhailov. These arrangements will be supported by LENENERGO and MOESK.

The campaign included handing copies of the Victory Banner to be stored at electric grid districts (in historical rooms and corporate museums). A copy of the Victory Banner was also granted to the museum of the Pskov Region department of the Federal Penitentiary Service. Schoolchildren, together with the heads of councils of youth and veterans, established a parkway near their school.

FORMATION OF THE PERSONNEL RESERVE

Implementing the Company’s Order No. 280 of June 22, 2012, and the Executive Director’s decision dated July 19, 2012, in collaboration with the Coordinating Council of Veterans, the Unified Council of Youth participated July 23–24, 2012 in the meeting at Kubanenergo, discussing the intensification of public support for the construction of power facilities for Winter Olympic Games sites. The meeting worked out proposals to eliminate a shortfall in personnel for Sochi electricity networks.

In addition, the Unified Council of Youth took part in forming the MRSK Holding Young Support personnel reserve.

On December 20, 2011, the Company completed a two-day business game aimed at selecting young employees for the MRSK Holding Young Support. The event resulted in preparing the rankings of 142 business game participants from among the executive arm and IDGCs/DGCs.

The Management Board of the Company (Minutes of the Meeting No. 132pr/4 of January 27, 2012) approved the members of the MRSK Holding Young Support and gave recommendations for the development of individual development plans of reserve members.

ENVIRONMENTAL EVENTS

As part of The Electricity Distribution Grid Sector for Environmental Protection (Let’s Conserve Forest Energy) environmental campaign organized by the Unified Council of Youth in 2012, more than 300,000 trees were planted in the regions of MRSK Holding’s operations.

The Unified Council of Youth also took part in the target-oriented pilot communication program, called “Electricity Industry — My Mission” at Stavropolenergo, a branch of IDGC of Northern Caucasus.

POPULARIZATION OF ELECTRIC POWER ENGINEERING

In March 2012, the Unified Council of Youth held the World’s Towers photography contest. The jury selected the best photographs by the Company’s employees of power line towers in different places in Russia and worldwide.

The winners were selected in the following categories: Geometry of Towers, Towers: Links Between Times, Web of Wires, In Accord with Nature, Foreign Electric Grid Facilities, Mystic, Towers and Workers, Electric Grid Phenomenon, Innovations and Towers, and Towers of the Future.

The winners received letters of honor from the Company.

In 2012, the first joint children’s drawing contest of the Company and FGC UES took place. This was reflected in the name of the contest’s topic (“United Grid — United Country”) and in the task: children were asked to show in their drawings the work of electric grids in different regions of Russia. The contest consisted of two stages: the qualifying stage, at the level of branches of FGC UES and IDGCs, and the final stage for the best selected works. Drawings were evaluated by the jury according to several key criteria: correspondence to the topic, general perception, uniqueness, craftsmanship and artistic style. Over 250 entries were sent submitted—much more than previously. It was difficult for the jury to select the winners: as a result, the third place in two of the three age groups was shared by several contestants.

ORGANIZATION OF CULTURAL AND ENTERTAINMENT EVENTS

May 28–June 1, Saint Petersburg hosted MRSK Holding’s 2nd All-Russia Humorous Acting Game among the electricity distribution grid sector’s employees, which is directly organized by the Unified Council of Youth in the Electricity Distribution Grid Sector. Overall, 10 teams of the Company’s operating entities participated in the Game. The subject of the Game was “City Lights.” The Game consisted of three contests, and the team from Tyumenenergo was the winner. Second place went to IDGC of Centre, while IDGC of Volga took third place. The People’s Choice Award was granted to the Crossing of Seven Roads team of IDGC of Northern Caucasus from Pyatigorsk.

The Unified Council of Youth also took part in SETIrikon, an annual contest among humorous stories and sketches about electric grids.

The Unified Council of Youth organized several sport and cultural events for the executive arm of the Company, MOESK, and IDGC of Centre.

CHARITABLE ACTIVITIES OF THE UNIFIED COUNCIL OF YOUTH

In 2012, the Council of Youth continued to provide social support and aid for orphans of the sponsored Shkola children’s home in Orekhovo-Zuyevo near Moscow. On the initiative of young activists, the funds raised were used to buy personal items, sports equipment and clothes, and repair materials (linoleum, floor molding, etc.) and replace furniture (wardrobes, bedside tables, shelves and a sofa).

MRSK Holding’s young employees debuted at the Charitable Vienna Ball in Moscow. On May 19, 2012, Moscow Manege hosted the 10th Charitable Vienna Ball. Because it took place in the year of the 200th anniversary of the Battle of Borodino, the event was devoted to the heroes of the Patriotic War of 1812. The participants wore historic costumes of the time of Alexander I of Russia. The Vienna Ball in Moscow is an annual event that started in 2003; traditionally the funds raised are used to support children’s institutions.
